Information on Global’s Newburgh-North Permit Renewal Modification
Global Partners is in the process of renewing our air permit for our Newburgh Terminal and Newburgh North Terminal. As part of the renewal, we are proposing some changes that will increase renewable fuel availability across the Northeast and connect our Newburgh and Newburgh North terminal under one permit.
As we move forward, we look forward to working with the community and the Department of Environmental Conservation.
Proposed Changes
Proposed changes include:
- Combining the terminals. The permits are being combined due to the location and interconnectivity of the terminals. In 2021, Global purchased Verplank Ave., which was a non-functioning roadway that previously physically separated the terminals. The terminals will be connected operationally with piping installed as part of this project.
- Adding biofuel storage and loading. Global has received a federal grant to increase its renewable fuel availability and usage. Global is using the funding to add the capability to store and load biofuels at the combined terminal. Biofuel can be loaded at any of the three truck racks under the combined distillate throughput cap of 400 million gallons/year. Biofuel will be stored in Tank 2, giving the community access to a sustainable energy source.
- No increase in throughput being requested. Permitted throughputs for the two facilities have been combined into one limit for the combined Terminal, with no increase being requested.
- Emission rates lowered. The Newburgh vapor combustion unit emission rate has been lowered, reducing fugitive emissions.
- Gasoline blendstock storage. Gasoline blendstock may be stored in Tanks 1, 3, 4 and 5. Blendstocks are components used to make finished gasoline with ethanol, a renewable fuel.

Virtual Public Meeting
On June 13, 2022, Global hosted two virtual public meetings to give community members and stakeholders a chance to learn more about proposed changes, ask questions and make comments. Links to videos of these meetings are below. There will also be an opportunity to submit comments to the New York State Department of Environmental Conservation later in the process.
